Different construction types behave differently when they get wet, so the approach is matched to the building in front of us.
Bedford's housing runs from the Victorian and Edwardian terraces of Queen's Park, Castle Road and the streets either side of the Embankment through interwar and post-war suburbs to substantial modern development on the town's edges and in neighbouring Kempston. Older solid-wall property, later cavity-wall housing and recent timber-frame construction each respond differently to moisture, which is why a reading taken in isolation tells you very little.
A large part of the town centre stock is now flats and rented houses in multiple occupation. Where several people share a property, moisture production rises and original ventilation provision is often no longer adequate — a common and entirely solvable cause of mould that has nothing to do with rising damp.
The River Great Ouse runs through the town. Proximity to a watercourse is a relevant consideration for ground floors and the base of walls in some streets, and it is a reason to investigate carefully rather than an automatic explanation for a damp wall.

Inspection requirements vary between properties, so larger, more complex or commercial buildings are priced according to their scope. You will be told the fee before the visit is confirmed — there are no charges added afterwards.

Questions
If you can see staining, blistering paint, damaged plaster, mould or a tide mark, or you can smell a persistent musty odour, an inspection is worthwhile. If a surveyor's report has recommended a 'specialist damp report', that is also a clear prompt — those recommendations are frequently precautionary rather than diagnostic.
Often not. In Bedford's older terraces we regularly find that what has been described as rising damp is condensation, a defective gutter or downpipe, raised external ground levels or bridged cavity insulation. Genuine rising damp exists, but it should be confirmed by evidence rather than assumed from a tide mark.
